Sorry to say, there is no easy answer.
You claim to have a good build, but only the best team builds have a chance of winning in HA. Losing is a waste of time in PvP for many people, including the most experienced and active.
Your best bet would be to find a PvP guild that is willing to take you on, learn a specific build that they tell you to run, and then impress them by being competent at it. You might need all the chapters for the skills, and you might need them all unlocked.

Be able to play any build and be ready to make a pvp char at ANY time for whatever a group needs that is not asking for rank [when this happens don't even pm the person asking because you are not the only person that just saw party search, reroll quick and ping the right build]. There is also making your own group and pretending to have a rank (seen it done more times than I can count). Or make a randomway at dead hours (70% of the time) and get some experience at the hall of heroes map and 3 objective types

Even with r4/5 groups you will still ahve a low chance of getting consec wins, so group leaders will try to get the best people possiable and the only way to prove this is with a title.

form your own group, learn the role that you are best in,(melee, support or healer) and keep playing that role.
I say keep playing BBsway, or Bspike. it is the most pickupgroup friendly build. Go on obs and ask the ppl playing the same build on things you have trouble in.
Make a friends list of the people that you play with, even if they dont remember you(remember the people you form with are probably in the same shoes as you, want to HA but have no one to play with). if no room in list start deleting your pve friends. Make sure your skill attributes are correct, with the right equipment, usually people new to pvp always have the wrong attributes and wrong skills. USE PVP character not pve.

Don't have any PvE friends. I actually don't care for PvE at all, I'm just here to play PvP.

If you get bored of trying to find a group, form your own. Fastest & easiest types of groups that form are bbway, esurgeway, hexway, searing flames spike, ride the lightning spike & randomway. PM me ingame if you want to form randomway @ Cat Massage .

just remember to pick ONLY one team build and focus on that. That way you can form a friends list that you know has played that build with you. If you focus on multiple team builds,i assure you that you will not get far.

too late to start serious ha in this age of the game, you can try form your own groups because nobody asks the leader for rank, but i doubt u have a clue.
best bet to get a little bit of fame is too get a couple of friends to play with you and invite a couple of pugs and do not play randomway or you will never ever get fame that way, play 1 team build and stick with it

a guy in HA called .... ....... started his own random teams, repetadly, didn't flame, just kept going, now he/she is r6, all done with random way (as far as i can tell) and now he forms properly, he was g5 so i guess he knows how to run a bar, but he got where he is by not giving up
it helps to have a thick skin in HA but if u want to play it badly enough
however, HA appears to have a large number of grind out fame types, people who play op builds over and over rather than enjoy the format, if i were you, i'd try and get into gvg instead

Not worth it, A year or two ago I scrubbed around for a couple weeks getting like 20 fame despite being a good player simply because I joined rubbish groups that couldn't do anything right.
Came back to HA recently and the same sort of thing happened till I lucked into a guild group that picked me up, appreciated my monking - I got from r0 to r4 in maybe one and a half weeks. Then they quit after getting their tiger's, after a couple days of pugging I decided to give it up because pugging was just way too frustrating, HA is completely based on who you know and its far too late to start in my opinion.
I know many of you will probably disagree with me but that's my experience
